is there a reason why almost all of the houses are open for COB?

No one made quota and those houses need to be filled for the sororities to afford them so they’re taking new members in order to fill the beds. Not enough girls signing up for rush means COB.

This is incorrect. Quota comes out of rush numbers. Total is set differently. Because our houses need to be filled, total was set high to give everyone an opportunity to fill their houses. If the houses were filled then they would set total around the average.
