Why are frats signing juniors?

Why are so many pc22 sophomores or even juniors? I even heard of a couple houses signing seniors what’s going on it’s super weird talking to some dude who’s 21 in pc22

Fraternity recruitment numbers at UW have been declining for years and are now at a record low. Almost every fraternity is struggling. They take the members that they can get.
