Not necessarily. Often seniors will graduate early (or late) for whatever reason, which also creates openings. It happens more often than you would expect.

Isn't COB only based off of quota for the freshman PC though?

No, it is only based off quota for Fall. In Winter and Spring it's based off the total number of girls in the houses. and houses may not need a ton of new members, only 1 or 2, so it doesn't necessarily mean a ton of girls dropped or graduated.
