Who is Vince in theta chi?

Hey guys Im super interested in rushing theta chi next semester but I keep hearing something about Vince. What did he do and why is it such a big deal?

I was thinking about rushing them too! Vince sounds like a cool dude but also Tre Carroll from Fiji has convinced me to rush! So many choices!

Why has there been no legal action taken against Vince. He should not be allowed on the streets after what he did. Absolutely ridiculous that everybody is just quiet about this.
