diversity in frats

Does it bother anyone else that some ifc fraternities are not diverse ? for example vcu and the city of Richmond is almost 50% black yet frats like phi psi akl and kdr have like 3 people of color each... and they all have over 50 members.... and I never see many people of color at their events either. .
And then you have frats like pi kapp and theta chi that are more proportionate and have up to half of them not being white which is more representative of the area. Why is it like this? What is different ?

Every chapter has a different culture . Not trying to generalize but pi kapp and theta chi are a lot more "urban" in the way they dress, talk, socialize and therefore recruit . I guess you could say phi psi kdr and akl are more traditional in all those ways and so they get more preppy guys for the most part. I don't think it's because of racism or anything
