why are there so many more frats than sororities?

Why does VCU have almost twice as many frats as sororities? I'm not in greek life here, but I feel like it's odd the ratio is so far off. Any one know more about greek life that can explain how that works?

1. Sorotities have been blocking new orgs from coming to campus.
2. The average sorority on campus has 100+ members, while the average fraternity has 50ish. In that way the numbers are actually quite even.
