I think there are 5 tiers rather than 3.
Top: AXO/KKG
Top/Middle: DDD/APhi
Middle: DG
Middle/Bottom: KD/Chi O
Bottom: AGD/Pi Phi

DG and KD aren't on the same level as APhi. APhi mixes with top fraternities and consistently gets PCs on the same level as the top tier. DG mixes with good frats more than KD does and does consistently better than KD. Also I know people love to hate KKG and DDD, but I would put them above the rest because they're very close with the top fraternities and highly selective during recruitment. Obviously 2/4 PC's in DDD aren't great but their newest one is hot and I don't see them making the same mistakes again. KKG's wasn't great this year but 3/4 of their PC's are good, especially last year's. AXO is consistently good but not really outstanding. Still close with top frats though. My rank is:
KKG DDD
AXO APHI
DG
KD XO
AGD PiPhi

This is right^. APhi is much closer to AXO then it is to DG. Just like how XO is much closer to KD than to AGD. Anyone who says otherwise is obviously trying to make their sorority look better.

Are you kidding? Aphi is just as good if not better than ddd, especially in the last two years. Same with chi o and kd. Ddd and kd are so in denial
