In that order of most elite or hardest to get into. Many different factors as to what makes the best.

just because something is considered "top" doesn't mean its considered the "best". in my opinion, "best" means fun girls, genuine friends, and a true sisterhood. you'll find this with a phi, agd, chi o, kd and axo.
