For sororities they are more defined and agreed upon by most people, but are really not important. Cool girls are in all sororities, and many friend groups have girls from different tiered sororities in them. Tiers really do not matter as much as a lot of people think they do.
For frats, tiers are less concrete. There are certainly solid worse frats, but it honestly depends on who you talk to when thinking about the top tiers frats. Middle to top tier frats still get a lot of girls at their parties so it really doesn't matter unless you're not bottom bottom tier.

I would say that the sorority tiers are differentiated more by personality honestly. Yeah looks play a small part but every sorority has both hotties and uggos. But each tier definitely has more solidified personalities with top tier being more outgoing, trendy and party girl where the lower ones are more of a mix of shy sweet and chill depending. None is necessarily better just different depending on what you're going for

Is this for real? Ranking sororities? And based on what? Looks? Coolness? How pathetic for college. This is so 8th grade. You're in COLLEGE! COLLEGE! I can't imagine what sorority life is like at other universities where the importance is paramount. How sad. Tiers? Oh, come on!
