I’ll be transferring from a community college to utsa in the fall would rushing as a junior be cool with the fraternities

Most chapters are happy to rush a qualified man regardless of age. Some fraternities will make a fuss of rushing "old guys" but check out each group as they table throughout the week, at the involvement fair, and during rush week and see if they are a fit for you as much as you are a fit for them.
