because now everyone knows that UT Zeta will not affiliate you if you transfer. that hurts the quality of new members they can attract

Even now, ZTA is still at the top, although there is much work to be done to repossess the fading glory. Do not get mistaken. In addition, I witnessed the majority of the individuals who rushed this year sob considering they did not get a call back from ZTA. That is not indicative of a low tier organization. They appear selective, in my opinion.
