I wouldn't put PhiMu as #1. I would say TriDelt is #1 and PhiMu is on par with DZ.

Tri delt is not #1. you can't be #1 when you aren't allowed to participate in lip sync and philanthropy events. Homecoming was the only thing they did and they did extremely poorly. They're getting by on an old reputation right now but if they don't fix up they'll drop a lot like KD.

No chapter did outstandingly well in recruitment... After chapter got a well rounded PC.

They definitely are. KKG has dropped a lot and is so irrelevant. DG hasn't dropped but havn't gotten better, where as sk and Pi phi have.
