It just depends if the chapter has met chapter total lol. Also some chapters have it in their bylaws that they don't cob so

There isn't spring rush. Chapters will cob in the spring but it's not public yet because chapters haven't announced it yet. There will probably be about 5-6 chapters doing it but spots are very limited
