Contiuous Open Bidding (COB's) and Spring rush but you really need to have connections with girls in houses. If you don't its tough but start talking to girls now and let people know you are interested.

Houses have to meet chapter quota. They loose girls to graduation, transferring schools, etc. I can't answer who is still working to make quota, but ask girls in your dorm, classes, etc. if you are interested in that house.
