Some chapters might have members graduate in December or some transfer. Some may have space where girls who pledged this fall have dropped. Last year, it wasn't announced until the second week of January or so which sororities would take part in spring rush, which is usually late January/early February. It's different from fall formal. Last year, it was a one night event. You have to register, tho, so start checking the website early in January. Also, not all sororities will take part in the spring rush that's set by Panhellenic even if they have space. They might instead fill spots with girls they already know. Do you have friends in sororities? Let them know you're interested. Good luck!

What you are looking for is not necessarily who didn't make "quota," but which houses are under "chapter total." Ex: If chapter total is now 184 and a chapter only has 183, they can give one bid during Spring Recruitment. Whether a chapter made Quota during fall recruitment really has nothing to do with whether they will participate in Spring Recruitment unless missing quota put you under chapter total.
