Every chapter has a list of who they want before recruitment even starts. It just depends on who gets them and who doesn't.
Some chapters have really similar lists which is where the whole ranking system comes in. For example, let's say chapters ABC and BCD both want PNM Sally. She decides she fits better in chapter ABC so the petty members of ABC say that BCD wasn't a good enough chapter to get Sally.
SO if you think of it that way, the ranking system makes a lot more sense. Phi Mu, KD, and Tri Delt go for a lot of the same women but they're totally different than the types of women that chapters like SK, DG, or PiPhi have on their ideal lists. It doesn't make the groupings better or worse, it just makes them different. Like, KD takes a lot of local women but I heard a rumor last year that PiPhi refuses to take anyone from Knoxville because they want a more diverse group. Like I said, it doesn't make it better or worse, just different.

The ranking system is BS. Other than that, you make a couple of good points.
