When do PNMs get released

You need to ask your Gamma Chi as far as time frame. The way the algorithm works if Ex: Alpha house had 10 slots let's say you were #11 on Alpha house list. If you ranked both your houses and Alpha house didn't fill those 10, you would get moved up and get a bid to Alpha house. If you didn't maximize your options, you are going to get skipped for the next girl on Alpha's list that did maximize her options.
Suicide bidding isn't an issue if you are in the top 10. Only choose it if you are 1) 100% confident Alpha will take you and 2) You would rather have Alpha or not have a sorority at all.
Suicide bidding does make you eligible for COB if you don't get a bid. There is no guarantee Alpha house will do COB or ever knowing where on the list you were.

You won't get a bid if all their slots are taken, But you have to maximize your options to benefit from the quota additions. If you list one, that option is not available to you and you'll be passed over for one that did.

If you SIP Alpha, Alpha has 10 slots and you are # 1-10 on their list, you get Alpha whether you maximize or not. If you are # 11 on their list, you get no bid.
