RFM is designed to give stronger recruiting houses a much smaller pool of pnms to recruit from, which makes it more difficult for them to make quota. Some chapters have to get around 50% of the girls they pref to list them first or they may not make quota. Combine that with the fact that the "top" houses are usually fighting for many of the same girls (sorry, but that's the way it is), and if just 2-3 of those girls go to one of the others, any chapter can have a few spots open and may fill them with snaps- which you would not know about- or maybe a cob after bid day.
On the other hand, by design, weaker recruiting chapters get a larger pool of pnms all through recruitment, which helps them to get larger and higher quality pledge classes and improve their chapter over time. These things don't just happen- it's a system and it is working very well at UT.
