Each house ranks their bid list in order from most desired PNM's on down. The algorithm goes down a house's list and matches with the PNM's who also put that house first. If your top house gets to your name before they reach quota then you get matched with that house. If they fill quota before they get to your name then they are done and the process continues with the remaining houses. If a house gets to your name and you have them as second you will match there, but if they get to quota before your name comes up then the process continues and you will likely match with your third.

are dropping the 3rd pref party for just this reason. National Panhellenic is encouraging it.

so if i'm higher on one list but they're my second choice, but then i'm on the bottom of the TOPS list for my first choice.. which would i get?
