No, the list of expelled members is submitted to OFSL and they send that out.

Was this a Balanced Man chapter? If so there may be loophole for guys that weren't "fully initiated" yet. Sigmas and Phis could likely to move to a new fraternity since they don't know all the secrets like a Epsilon or BM would.

This is true. Honestly, I would recommend those guys to re-rush. Putting Verdandi on a resume won't be as esteemed as Sigma Nu or Delta Chi. I really would recommend it. There are a lot of good guys who were kicked out and instead of being the new sig ex they should re-rush. Keep in mind the guys from sig ex almost got kicked out of school for being sig ex. Plus, you actually get to have events and participate in things.

I would talk with the chapters recruiting to see if they would be interested in you first, but your recruitment is free so why not.

No legit fraternity would ever initiate any of those guys, no matter how long they were in the fraternity. The only thing worse than a sigep is a sigep scrap

Honestly, I wouldn't mind if they came by rush. They'll all go to Sigma Chi, Sigma Nu, or Delta Chi and PIKE if they're a minority.

First of all, putting Delta Chi on your resume isn't anything proud to be of. But, you'd be dumb to Verdandi on a resume, guys.

Recruiter: "Oh, Verdandi, huh? Tell me what's that about?"
Verdandi: "Oh dude, I got my ass kicked out of my frat with a bunch of bros cuz I had blow in the house. I didn't want to be a GDI but I still didn't want to join a crap frat like Pi Kapp, so we just made this thing up called Verdandi. We pull, we party, and we Verdani all the way."
Recruiter: "Ummmm, okay"
