There's always a chance... But how about you go in with an open mind and not get so caught up in a certain sorority. If it's meant to be it'll happen, stop worrying about "tiers" because I'm assuming that's what your concern is. Why not get into the sorority you fit into the most? Just a thought and hopefully a reality check as well

i'm in one of these organizations so i can tell you that it's definitely possible, but only if you're essentially perfect. what i mean by that: beautiful, put together, well spoken (obviously you have to click with the girls), smart and involved. i can only speak for my chapter but we don't often recruit girls just based off looks but also on what they can contribute to the chapter, and this is especially true for juniors, because they have less time to grow.
that being said, you do need to into it with an open mind. you have no idea where you'll fit in until you actually meet the girls, and that's what finding your home is all about. every organization has a particular kind of girl, and if you're trying to be something you're not you won't be happy.
