Hear me out now. Well obviously sasuke is over powered as heck due to his rinnegan, naruto's complete mastery over the 9 tails helps put him at an even level.
Naruto has the body of the sage of six paths cause he is a descendant of the first hokage. Meanwhile sasuke has the eyes of the sage of six paths as he is an uchiha. Both of them are top 5 in the naruto-verse, but specialize in different skills.
