Is it bad to go into recruitment with the mindset that you don't want to be in a bottom tier sorority?

yes it is bad. You haven't met anyone in any house and if that's your outlook don't even bother rushing. All houses have cool, fun and beautiful women and if you have made up your mind without meeting anyone yet then you have no place in the Greek community. You'd probably also get dropped by most houses anyways.
