why can sig ep now give out bids whenever they want? that's completely unfair and why should they be given better recruitment efforts for having a chapter that failed?

Because they are in massive debt, if they don't recruit enough pledges to fill their house they are going to lose everything

Pretty sure that everyone is allowed to give bids out at anytime. They just have to be accepted during rush week.

False. If they lost their charter they wouldn't be here now. They would be a 3 or 4 year break before recolonization.
