advice to transfer student

Hi guys!
I'm transferring to USF in the fall as a Junior from out-of-state. I really want to rush, but was discouraged when finding out that most sororities, especially top-tier ones, are less likely to take in juniors. I have a 4.0 GPA and am involved in various community service events. Will it be as hard as they say it is to get a bid? Any answer or advice is appreciated!
