Snap bids have nothing to do with "tiers" since all chapters want to remain at total. Big schools do this all the time. It helps keep the finances in the black, too.

Idk, it kinda seemed during recruitment that TPA was a middle sorority or above, I'm just going through so I guess I could be wrong, but they seemed def better than bottom middle
