Weird tall pikapp guy who looks like he is nervous

I was in marios one night, enjoying a nice drink with my buddies, when suddenly my bladder alarmed me that I had to use the downstairs bathroom. I was in the urinal (the one to the right) when a tall pikapp guy with dark hair looked at me right in my eyes as I was pissing. He looked a little too long and started to gaze at my wiener. I also that he was in a suit and tie. Pledge? Who knows, but what I know is that he had no words and growled at me. He then immediately tried to start a fight with my friend.
