Weird to see hate on phi delt, they mix with the same "top" sororities as other frats and just tend to take smaller pledge classes. Personally have not ever heard anyone call them creepy, and they just seem a lot closer than the ones that hand out bids to anyone. They're not top without a hill house, but I'd put them above the other off campus frats for now
