PIKA is definitely trending way downward. They lost guys to a number of middle tier fraternities; that said, they aren't in need of saving just yet.

What is the "True Pike" program and app?

It is an industry-leading, personalized educational tool that allows PIKE members to map their progress through the challenges of the PIKE U curriculum and compare their total performance against peers in their own chapter, as well as the performance of their chapters vis a vis other chapters in their conference and internationally. Many undergraduate members have chosen to enroll and have registered for this ultimate fraternity experience. The program is currently offered to meet the demand by members and chapters in partnership with campus Greek Life offices.

PIKA is bull$hit. Good houses don't fade. They just don't. Even if they "come back," they are still a bunch of faders which, inherently, means they are sub-par. I'd frankly "de-list" them -- penny-stock house, particularly at U.Va.
