I talked to a girl who is in KD and she said they have 1 spot to fill...I am interested in informal rush so thats kinda stressful

Yes most of them will only be looking for a small number of girls to basically reach quota. If girls dropped or if they did not meet quota in the spring they are looking to fill those spots. That is what I heard at least. So yeah it is definitely stressful especially as a 3rd year /:

ISC set quota at 131 girls this semester so 7 chapters are eligible to participate in informal recruitment. Since many chapters are looking for very few girls to get up to quota, some will choose to do COB which is less structured rather than a full informal recruitment with large chapter events. Hopefully the ISC will give out all this information at the meeting on Sunday.
For chapters participating i think Gphi, SDT, AXO, KD, Pi Phi, ADPi, and DZ but I might be wrong about 1 or 2.

I think ISC meant "chapter total" instead of "quota." "Quota" means the number of new members each chapter can take during recruitment (which is figured out by the number of girls attending pref/last round). "Chapter Total" is the "average size" of members for the chapters at the university. A chapter can be over that number. Only chapters that are under the number can do informal/COB recruitment.
