working with new rules

I know two fraternities so far have refused to sign the new agreement. Are any others being proactive? Since the drinking age is 21 in Virginia, it is very hard for students to learn their tolerance level, since they will inevitable encounter drinking as undergraduates. Do any fraternities have older brothers eager to help younger brothers under the new rules?
