Ranks in lower tier sororities

How do lower tier sororities (Tri sig, KD, GPHI)
move up in ranks? All the ranks seem to stay the same each year

1. Focus on recruiting
2. Mix w as many frats as possible
3. Focus on recruiting
4. Take big pcs in consecutive years
5. Focus on recruiting
6. Get better pcs, mix w better frats
