No, they are not all required to. There is a separate Quota for upperclassmen, but Quota is a maximum number allowed, not a minimum requirement. No sorority is required to take anyone. And while every sorority wants to take Freshman Quota, they don't feel quite the same about taking Upperclassmen Quota and will be much pickier and more likely to not take that entire number.
