What’s the deal with this QR Code situation for frat parties now? Are they no longer using wristbands and lists?

It is still very much a list. If you are invited to the party, you get added to the list.

The only difference is that now, instead of checking for your name in a giant spreadsheet, bouncers scan your personalized QR code in the app and it’ll say whether you were invited or not.
