Money but also history. Top tiers have the best house and best locations. You don’t see any top tiers north of the bridge. Lower tiers are usually new frats who don’t have really good location and house. Pika used to be near top but they got suspended for two years and couldn’t take pledges. Zete is the only frat that came back and still being top after suspension even that soy sauce thing happened
