COB's in UVA soroity recruitment

COB's do not depend on competitiveness, they depend on three things and three things only: whether or not the sorority made Quota, what the new House Total number is set at, and if the sorority even wants to offer COB's. Any house that doesn't make Quota can immediately offer COB's right after recruitment is over to get to Quota. After that, ISC will set House Total, and houses under that membership number can offer COB's to fill open spots. The number of open spots at any house is affected by graduations, transfers, drops, etc. Houses may or may not decide to offer COB's if they only have a few spots, and sometimes they just offer a few bids on the DL to girls they already know they want and don't advertise that they have spots and don't hold events. As far as cuts, the worst ones are before prefs, because that's when the houses have to make final decisions on pnm's they have been carrying all week but haven't been sure about. Any pnm attending pref has to be on a house's bid list somewhere, so if they aren't sure they will cut. Rank all your pref houses and you will get a bid!

uh its the more competitive houses that don't give out COBs because they always make quota because they're competitive...

The 'competitive' houses certainly do give out COB's, but they keep it quiet. They don't have to announce when they have offered bids. Every house has people graduate and drop, more on some years than others. That's what puts them below House Total, not whether they made Quota or not.
