Don't forget Alpha Delta Phi ;)
Though, to be honest, a fraternity leaving doesn't always mean they are gone for good. Beta came back. AEPi is back (sort of), and even ADPi is trying to make it official again...so even if somebody leaves, they can always come back one day...

General Thoughts:
DKE and Elmo getting in trouble... idk
Delta Sig and Theta Chi (maybe) on their way up
DU looks to have a strong pledge class. Could be interesting if they keep up with strong recruitment
SAM has done a fantastic job this year, definitely on the up and up.
Sig Nu did well but nothing special this year
Phi Society/ Fiji a tad overrated
Sigma Chi way overrated

I'd switch Sig Chi and SAM, leave SN and Fiji where they are. SN and Sigma Chi are much 'frattier' than SAM (guidos).
Also, I think Phi Delt and Sigma Pi are better than Theta Chi and Delta Sig. DU I'm not really sure about, but since they have that nice new house I'd say leave them where you put them.
As far as your upper tier goes, I'd keep DKE above the Hall, at least until it's certain they're in some sort of trouble.

From a sorority point of view:
1) DKE/Elmo/The Hall
2) Kappa Sig/ Chi Phi/ KA
3) SAE/ Phi Psi/ Pika/ Sammy
4) Fiji/ Sigma Chi
5) Sigma Nu/ Phi Society
6) delta Sig/Theta Chi/ Sigma Pi
Those are the frats that I spent time at this year. That's not to say that those that were not mentioned cannot move up. I love the Beta boys as well, however the fact that they are dry kind of inhibits their "frattiness". High hopes for Sammy and Delta Sig though!
