do most girls who dropped get snap bids?

Do all “tiers” do snap bids / COBs? Is it more likely to get one from a “bottom” tier ?

Hardly anyone gets a snap bid. Only chapters that haven't matched to quota after prefs can offer snaps, and they can only offer them up to the amount it would take to get them up to quota, no more. Very few snap bids are offered.
