2nd year rush quota

Do sororities have to take a certain number of second years? Also, generally, do you have an improved chance of getting asked back to chapters as a second year when you have friends in respective chapter?

No, sororities are not required to take anyone. This is what some people mistake about the Quota for upperclassmen. There are separate Quotas for freshmen and upperclassmen so that upperclassmen are not competing for spots with freshmen, but Quota is the maximum number of bids that the houses can offer and is the same number for every house, not a minimum number of bids they must offer. Both Quotas are determined after prefs are over and every pnm has signed her card. During rounds the houses may cut anyone as they choose and will not carry anyone to pref, freshman or upperclassman, who they wouldn't want on their bid list somewhere. And of course you have a better chance of being asked back to houses where you have friends or other connections. This is true for anyone, freshman or second year or whatever.
