These are rush stats from two years ago. These numbers came directly from UVA: Recruitment began with 1,020 Potential New Member registrants. Prior to the start of the first round, 42 women left the process (either did not show up or withdrew before starting recruitment). The number of PNMs who thus began the process was 978. Ultimately, 356 women voluntarily withdrew, did not receive a bid, or were released at some point during the process. 622 women received bids, the vast majority of whom received their first choice.(???, not sure about that...) So.... at UVA, 36.4 percent were cut out of rush or left the process. Two years ago, the national average was 17% and the SEC schools were all under 10%.
I think that this year's numbers will be very similar...

No new sorority is coming to UVA until SDT re-establishes and becomes sustainable for more than a few years. Basically ISC and FSL are blocking others while holding that spot for SDT until all of the former SDT's graduate so they can recolonize without any reputational issues. Only after they get back and successful, then a new sorority can be added.

ISC and Dean Groves decides when to open for new colonization / recolonization. I'm pretty involved and to tell you the truth I don't see that happening as long as the lower houses are disrespected so much here. Their first priority is to get all the chapters doing well then invite in another group. it's not going to happen with the stuff I read on here. No university wants a group of mean girls deciding who is welcome.

Top tiers are pretty satisfied with the status quo because it reinforces the hierarchy. Middle tiers like it that other houses struggle because it makes them feel superior, they are invested in maintaining the marginal status of lower tiers. Any new sorority would challenge the mid-tiers, so the middle tier houses vote in the ISC against expansion.
If the new sorority were in fact a re-founded sorority with alumni and maybe a house (like Phi Mu), then they would threaten the top tier too eventually.

What do you imagine Phi Mu is going to do that will make a difference? They will be the same UVA girls that are in every other house. Same goes for any other new sorority. Another house will not bring in some magic change of personnel. The problem is too many pnm's who view sororities as some sort of caste system and think they are too good for so many of our wonderful sororities. "I'm a top tier girl. I have always been a top tier girl and was raised as one. I got into UVA so that proves how top tier I am. I will not associate with anything that is not labeled as top top top!" This is your first taste of grown up life and you not getting what you want so you think something's wrong with the school or the sororities. Time to get realistic about the world and grow up a bit.
