Because of cross rushing/matching and because top tiers invite fewer PNMs to pref parties, girls fall through the cracks. It's a computer/numbers thing. They will meet quota, probably already have. It's the disadvantage that top tiers must endure.

The number of girls invited back at each stage is all determined by ISC. sororitys do not get to decide how many they invite back.

Quota was 44. They gave out two quota additions which are NOT the same as a snap bid. In this case, it means that a girl who maximized her options and put tri sig on her bid list initially got cut. To maximize the number of girls that are placed in a sorority, ISC allows quota additions that allow a chapter to exceed quota for that year.

From what I've heard, tri sig had the biggest PC this year so I don't think SK actually got 46
