updated ranks for 2018 with reasoning

Pretty debatable within rows but...

DDD/KKG
PBP/KAT
AP/DG/DZ
AXO/XO/ZTA
SSS/SK/ADP
KD/GPB
SDT

Reasoning for things people will debate me on:
- Pi Phi above Theta: Pi Phi is finally stable after years of falling, Theta had to give out a ton of snap bids
- APhi back down with DG and DZ: this PC is more on this level
- SSS and SK and ADP: all roughly on par with SK falling, SSS and ADP rising (solid PC's)
- KD with GPB: KD has been falling, attract very similar girls to GPB with many choosing between the two

I heard a few wish they'd suicide bid but their pi chis told them not to, now they see girls eligible for COB at their first choice and they're pissed. It's kind of a mess.
