Trying to answer the question you asked, I believe IFC mandates that official pledging be finished around the second or third week of April. That just means you'd have to be initiated by then. Different fraternities have different policies on length of pledging for them, some as short as one day pledging to others taking the whole time. As far as difficulty of pledging, tier doesn't necessarily correlate with that. While top tiers might be harder on average, some are less time consuming or easier on other aspects. Lower tiers might also be less difficult on average because maybe they focus on different things during their pledging process. Really, it just depends on which fraternity - but either way you'll be pledging which does take at least some time.

Not ignorant at all. It could be argued that lower tier fraternities have a higher risk of their pledges dropping (or something of that nature) during pledging because the reward of initiation isn't as much as it would be in a top tier fraternity.
