the great:
dke - snagged a bunch of elmos last second and it made for a huge pledge class with the best kids
hall - great rush events led to a great class this year, solid turnaround from last year's disaster
phi psi - stole a lot of sigma chi's best prospects, could be their strongest PC in a while
beta - not dry anymore and it's definitely changing their vibe for the better, least soft pledge class yet
delta sig - stole decent kids from a lot of solid places and had another 30+ final hours,
serp - the biggest surprise of them all with a 30+ final hours and a 25 person PC, but i guess that's what a house on the quad will do for you
the good:
sae - this year's slightly improved rush will hopefully start turning around their decline for the last few years
pika - same with pika, good to see them moving in the right direction
fiji - continuing to slowly but steadily rise with better PCs every year, keep an eye out for these new kids
sammy - almost lost some kids last minute elsewhere, but ended up getting a great PC to continue their upward trend
phi society - had an incredible turnaround with their amazing rush last year, continued their solid work with another strong PC this year
pi kapp - after such an awful rush last year, it's nice to see that at least this one went okay for them
chi phi - took 30+ kids this year so there's that, but numbers aren't everything and some are just meh

the same:
ka - no change, they know their type
zete - solid PC but nothing notable
chi psi - not improving any time soon
alpha sig - tried to cross rush too high and lost many of the solid kids they could have gotten in their tier
sigma pi - crossed with DKE until the end when they obviously lost all of them, just another fine pc
the bad:
phi delt - gave snap bids again and the kids turned them down
sigma chi - lost way too many kids elsewhere and ended up with a lot of second years
theta chi - tried their sneaky desperate tactics again but they didn't work this year
du - lost a lot of their better rushees to better houses late and ended up with a meh pledge class
tke - begged kids on the street to come to open house
tdx - poor guys just can't attract good kids

Wouldn't a smaller number mean they were more exclusive? I mean, if that's the brand, why not protect it? Blanket bidding would seem to undermine the brand, particularly if was done for money reasons (to get more rental income or more dues).
