There are a lot of houses who take out of state girls. The houses that take mostly from JoCo are taking their friends, but it doesn't mean that particular group of friends is better than any other group.
You wouldn't even want to be in a house like that. You will be pretty much excluded from the cliques and find it hard to fit in. Focus on the houses that are eager to have you. Naming specific houses here won't really help, because you will see for yourself during rush.
Some claim differently, but there are no top houses and bottom houses. All have great girls. Don't worry so much about what house and focus on finding a group of girls that feels more like home.
