dry house?

How can houses still throw parties if their "dry"? Basically what I'm asking is which house breaks the rules the best? ;)

Most of the dry houses have senior houses in Lawrence (typically pretty close to campus) where guys pregame and drink. While the chapter facility may be dry, there is ALWAYS a place the guys have to go drinking. And yeah, some houses just ignore the dry house label (e.g. Phi Delt)
