people try to start rumors about top houses like pi phi or kappa this is nothing new but I know for a fact they didn't give out snap bids or do informal

100% they gave out snap bids and did informal...maybe not 20 but they sure as hell didn’t fill quota during recruitment

I have 3 very good friends who have gotten snap bids from pi phi and was there when they received them so I’m pretty sure they did snap bids this year

Pi phi did snap bids (3) and did informal as well. They took about 8 out of the 24 girls that they were choosing from for informal. Their pledge class is up to about 70 and only ~12% of them were cob/snap bids.
