rec letters- who can write them

Who can write me a rec letter? Does she have to be an alum or can she be an active in another chapter?

You can also get LOR from former teachers or mentors but regardless stop acting like they matter. They literally do not matter unless she's a brand new alum and still knows all the girls in the house.
