quota ?

If a chapter fails to meet quota is that a reason for nationals to step in? Not sure if anyone here knows the answer I'm just curious!

If they don't meet quota they will do snap bidding. If they have still not met quota they can participate in continuos open bidding, known as informal recruitment in the fall to hopefully reach the number of girls they need to meet quota. If they still haven't reached quota they can get fined.
