Based on last years pledge classes and current pledge classes, reasoning is below

DG/APHI/DDD
KD/ZTA/SK
AXO
ADPI/GPHI/XO
PIPHI/KKG

Reasoning: DG did well considering their situation, APHI did well but that's no surprise, DDD stepped it up, KD was not on par with the rest of the top tiers, ZTA was not on par with its usual rush, SK and AXO have been recruiting well consistently, GPHI/ADPI/XO were on par, PIPHI/KKG were on par
